Cut out 4 - 6 fish from the red and blue construction paper.  These are really easy to cut free form, but you can get more creative with the shape of the fish, if you choose. 

Put a small drop of glue onto the googly eye and attach it to each fish. 

Use the safety pins to attach the fish to the yellow outfit, taking care not to bend the fish in the process.
