  1. Combine milk and sugar in a small saucepan, and warm over medium heat.

  2. Bring it to just about steaming, but not boiling.  Reduce heat to low and simmer until reduced by half (this takes about 3.5 hours), stirring with a whisk occasionally, so it doesn't burn on the bottom.
